Quebec EV Rebates After the 2026 Election: Roulez vert, Federal EVAP and What Buyers Should Do Now

Buying an electric car in Quebec this fall means following two moving pieces at once: the provincial Roulez vert rebate, currently $2,000 and scheduled to end on December 31, 2026, and the federal Electric Vehicle Affordability Program (EVAP), worth up to $5,000. The October 2026 election added a third factor. The Parti Québécois, now forming a minority government, campaigned on keeping the provincial rebate alive. Here is where things stand and how to plan your purchase.

Roulez vert in 2026: $2,000 until December 31

Quebec’s rebate has shrunk in recent years. The 2025-2026 provincial budget restored the program at up to $4,000 for a battery electric vehicle and up to $2,000 for a plug-in hybrid, after a funding pause in early 2025, and planned to cut the amounts in half on January 1, 2026 before phasing them out. In practice, the rebate for a qualifying new battery electric vehicle is $2,000 in 2026, with the program set to end on December 31, 2026.

Always check eligibility, price caps and the list of approved models on the official Quebec government electric vehicle site before signing. Our detailed guide to electric car rebates in Quebec explains how the dealer applies the rebate at the point of sale.

What the new PQ government has promised

The Parti Québécois won 59 of 127 seats in the October 5, 2026 election, five short of a majority. Its platform on electric vehicles includes:

  • keeping Roulez vert running past December 31, 2026;
  • maintaining the $2,000 incentive for EVs with a transaction price under $50,000, then phasing it out over four years;
  • studying a larger incentive for EVs priced under $35,000;
  • a target of 85% zero-emission vehicles in new sales by 2034, compared with the outgoing government’s revised goal of 80% by 2035;
  • faster deployment of highway fast chargers and easier installation in condos and apartment buildings.

These are campaign commitments, not yet official policy. As a minority government, the PQ will need a budget or a decree to extend the program, and the details (eligible prices, start dates, used vehicles) could change. Until an official announcement, assume the current end date applies.

The federal EVAP: up to $5,000 more

Ottawa’s Electric Vehicle Affordability Program applies to eligible purchases made since February 16, 2026. It offers up to $5,000 for a battery electric vehicle and $2,500 for a qualifying plug-in hybrid, with $2.275 billion budgeted through 2031. A key rule: the vehicle must come from a country with which Canada has a free-trade agreement, so China-built models do not qualify, even if they meet the Quebec criteria. Official details are published by Transport Canada.

Stacked together, a Quebec buyer of an eligible electric car can still receive up to $7,000 in combined rebates in 2026, a meaningful amount on a vehicle priced around $40,000 to $50,000.

New costs coming in 2027

Quebec also announced in its 2025-2026 budget that EV owners will start contributing more to road funding. From 2027, an annual fee of $125 is planned for electric vehicles and $62.50 for plug-in hybrids, and EVs will lose their free pass on toll bridges and ferries. Should you buy before December 31?

Buy now if…

You have found an eligible model in stock, ideally one that also qualifies for EVAP. Delivery must generally happen within the program period, so confirm the delivery date in writing with the dealer. With winter tires mandatory in Quebec from December 1 to March 15, factor a set of tires into your budget; see our winter tire rules for Quebec.

Wait if…

You are targeting an affordable EV under $35,000, which could benefit from a larger incentive if the PQ follows through, or a model with a long waiting list that cannot be delivered before year-end anyway.

Finance and insure smartly
